But what about country and jurisdictional risk? Horror stories abound. Investors naively believe rule of law is universal. It is not. Neither is infrastructure. Nor water. Nor power. Nor workers. Conversely, other investors overestimate risk based on fear of the unknown and miss out on winners. Neither is a winning strategy. Our objective with Country Reports is helping investors understand location risk. Our sources are international organizations such as World Bank; OECD, CIA World Book, and the Fraser Institute. In order to start up a business, you must have a residency visa, a business plan (in Spanish), and complete the following steps: 1.Verify and reserve the name of the company with the Office of Corporations (Inspección General de Justicia or IGJ). You must pay to submit your request, and then wait for it to be approved. 2.The founding partners of the business must pay to have their signatures certified by a public notary. 3.A bank account must be opened in the name of the business at the national bank, and 25% of the subscribed capital (mandated by the government) has to be deposited into the account. You have to have proof of this deposit to continue on with the process. 4.Next, you must publish a notice of the company’s formation in the official paper (Boletín Oficial). 5.Buy special books (mandated by the government) for the business to use in its operations. 6.Get a tax identification number (CUIT) from the national tax office (Administración Federal de Ingresos Públicos or AFIP). 7.Register for social security. Note: If you are looking to incorporate, then there are several additional steps you will need to complete. Most people invest in a lawyer with experience in helping foreigners start a business in Argentina. This is extremely helpful when facing changing laws, bureaucratic nightmares, and hidden costs. One may also apply directly for a Residence Permit for Investors: this (temporary) permit is for foreigners who invest at least ARS$ 1,500,000 (~$187,000) in a venture that will benefit the local economy. Applicants must provide an overview of the proposed investment project, trade or service activity to be developed in the country, as well as prove the origin and legality of the funds (which must enter the country through banks or financial institutions authorized by the Argentina Republic Central Bank). The National Ministry of Industry then evaluates the project. Upon approval, the National Direction of Migration will grant temporary residence, setting a deadline for the realization of the investment. Investors are granted a temporary residency visa for a period of up to three years. STARTING A BUSINESS IN CHILE: Entrepreneurs can draft the articles of association online through a new online platform (www.tuempresasenundia.cl) and obtain an authorization number. With this number, they will visit the notary to obtain a digital signature. Less than one day (online procedure) no charge The system provides the certificate of existence immediately, and it automatically assigns a tax payer ID number to the company (which is the same as the Company Registration ID). The system will require that all partners subscribing the document have an advanced electronic signature (a token), or that they do the process with a notary that uses his own advanced electronic signature. Give notice of initiation of activities to the Internal Revenue Service online Registration is a sole procedure to be complied with for all tax purposes in order to obtain a Chilean Tax ID (RUT number). Specially regarding those persons (individual or legal entities) that are going to develop activities in Chile, taxpayers must obtain a RUT number and perform "initiation of activities" ("Inicio de Actividades")T The use of electronic invoicing has become mandatory for companies. There is also a Dependent Temporary Residence Visa, which is granted to the holder's family and does not allow to work, and it has an extension of one year. It is provided by the Consulates of Chile overseas to foreign-born citizens, parents, bridegrooms and children of residents. The process takes approximately 4 weeks. Once the visa is granted. It is necessary to get an appointment via email or phone in order to stamp the VISA in the applicant´s passport. The applicant will be informed of the price of the VISA when he gets in contact with the Consulate. The applicant must appear in person, with his passport at the Consulate to pick up his VISA. To apply for this visa, you must demonstrate a source of regular recurring income sufficient to support yourself and each of your dependent family members in order to live in Chile. It does not need to be a pension, it can be any acceptable source of periodic income such as employment contracts (in or outside of Chile), income from rent, social security, interest income and annuities. To apply for permanent residency in Chile you are required to spend at least 180 days per year in the country if you have a temporary residency visa. The permanent visa is valid for ever (unless you comimt a criminal ofensse) and after five years you can apply for Chilean citizenship or dual citizenship without having to renounce your current citizenship. If you leave Chile for a period of longer than one year, your permanent residency visa will be revoked How to apply Applying for permanent residency is much the same as applying for other visas. Officials in Santiago say Chile is still on course to join the NAFTA, the North American Free Trade Agreement. Santiago, the capital of Chile. This is the face of South America that appeals to international investors. By regional standards, it's stable and prosperous - and gives investors a good return on their money. But the crisis in Mexico has led to fears that all this may come crashing down. Some Chileans fear that investors may now take their money elsewhere: SOUNDBITE: (In Spanish) "There has been a change in North American and European investor confidence in terms of Latin America. The fact that they see a country (Mexico) that was forced to devalue its currency by 50 percent and does not have the clarity of vision as to what it hopes to accomplish with the devaluation." SUPER CAPTION: Claudio Garcia, President Chilean-American Chamber of Commerce According to government figures, U-S and Canadian investors have already invested some five (b) billion U-S dollars in the Chilean economy. The government now wants to make sure that the investors know that Chile is not built on the same house of cards as Mexico. SOUNDBITE: (In Spanish) "We have to be able to be competitive. We have to open up to the international markets. But we must be prudent. We must open to other markets while bearing in mind the weaknesses we have. We must resolve our problem of extreme poverty and more equitable distribution of wealth." SUPER CAPTION: Manual Bustos, President Workers' Union The Chilean economy is built mainly on exports and tourism. And Chile hopes to attract more foreign investment from NAFTA countries in order to develop further markets, particularly in the financial service sector. SOUNDBITE: (In Spanish) "NAFTA is important for us for many reasons. Chile's economy is based on exports. A very important part of the Chilean product comes from exports and this is why it is important that we continue with our unilateral commercial policy but develop an opening to other markets through NAFTA." SUPER CAPTION: Jose Gabriel Valdez, President Chile NAFTA Group Chile's economy has grown between five and seven percent a year since 1990 and continues to do so. Most experts agree that what happened in Mexico is unlikely to happen in Chile. "Mirage of El Dorado" leads us into the mountains of northern Chile, where the devastating operations of Canadian mining companies threaten a fragile ecosystem in one of the driest parts of the globe. APRIL 25 - In northern Chile, Environmental groups and indigenous Diaguita communities are celebrating an April 10th court decision to suspend construction of the controversial Pascua Lama mine owned by the world's largest gold mining company, Barrick gold. The court suspension was in response to a legal action that was brought forward by affected indigenous communities who have long maintained that the mining project threatens to severely deplete their water supply and pollute sensitive glaciers near the site where the mine is located. Pascua Lama is in close proximity to three Andean glaciers which are vital water sources for the Huasco Valley, located in Chile's Atacama desert region. Any impact on the glaciers, even from simple dust emissions, would have a devastating effect on the water supply and indeed, the entire ecosystem. In addition, the mining project would release cyanide, sulfuric acid and mercury into the valley's rivers, a problem that the company tried to get around by offering farmers "social assistance" and promises of infrastructure. To the surprise of absolutely no one, Barrick quickly bounced back with an appeal to reverse the court ordered suspension ; however, a Chilean appeals court on April 23rd rejected the appeal. It now looks like Barrick will be forced to walk away from the project. It's welcomed news, to say the least. As the award-winning documentary film "Mirage of El Dorado" shows, the Pascua Lama project has been mired in controversy ever since the infamous mining company started making its move in the 1990s. http://nomadcapitalist.com/2015/07/27/the-fastest-countries-in-the-world-to-become-a-citizen/ Have you ever thought about becoming a citizen of another country? For some people, getting a second passport can be a very long and complicated process. For some it takes a couple of visits to the country and a couple of meeting with lawyers. There is no doubt that second citizenship gives you freedom to travel and invest in different countries around the world. Which passport you have determines where you can live, where you can travel and also - where you can invest. In this video, Andrew talks about the fastest countries to obtain a second citizenship and increase your freedom. If you choose to get citizenship through a naturalization process - you will need to go and live in a country for a while. Fortunately for you, there are many countries you don't have to live in full time in order to qualify as a resident. Here is the list shared in this video: #1 1:00 Argentina #2 1:18 Dominican Republic #3 1:36 Peru #4 2:13 Uruguay In this video Andrew talks about requirements for each of these countries. ***2017 UPDATE*** Argentina does NOT offer citizenship in two years any more. The Argentina citizenship process requires you to live there for two years to obtain permanent residency, and then three more to become a citizen. Andrew started Nomad Capitalist to help people like you follow his five magic words: "go where you're treated best". He has personally started foreign companies, opened offshore bank accounts, and obtained multiple second passports. He also learned the hard way that perpetual information seeking is often the biggest barrier to getting the results you want. Many entrepreneurs spend months and even years constantly researching how to pay less in tax or live overseas, but are afraid to make the jump. As a result, they get stuck and keep paying a fortune in taxes and never get the lifestyle they deserve. Nomad Capitalist's Youtube channel is based on Andrew's vision that focusing on the end result, rather than the latest shiny object, is the best way to actually obtain the benefits of the Nomad Capitalist lifestyle. The balance between opportunity and risk is the hallmark of a successful investor. In mining, project risk can be increasingly quantifiable to all investors by using our RIQ calculators to determine the value of a project based on their assumptions and discounts. Today, come with us to Chile as we explore one of the world's misunderstood treasure troves. Or as the OECD Secretary-General Angel Gurría describes, a "beacon in Latin America" Learn more about: Mining exploration Copper Mining Mining methods Mining in Chile Politics and economy of Chile Chilean mining policy Junior exploration in Chile

Spanish/Nat Chile and Canada have signed a free trade accord expected to eliminate tariffs on most goods and services exchanged by the two countries. The final documents were signed by Chilean Finance Minister Eduardo Aninat and Canadian Trade Minister Arthur Eggleton. Officials expect the accord to become effective next year after congressional ratification in both countries. The signing ceremony took place Thursday in Santiago, the Chilean capital. The free trade agreement was negotiated in November by Chilean President Eduardo Frei and Canadian Prime Minister Jean Chretien. At the ceremony on Thursday, the final documents were signed by Chilean Finance Minister Eduardo Aninat and Canadian Trade Minister Arthur Eggleton. Chilean Foreign Minister Jose Miguel Insulza and President Frei were present at the signing ceremony. The agreement is expected to eliminate tariffs on most goods exchanged by the two countries. For President Frei it is a symbol of Chile's progress in the last few years. SOUNDBITE: (Spanish) It is a clear demonstration of what Chile has done in these years, how Chile has consolidated its democracy, how we have resolved our problems, and how we have - through the opening of the country - consolidated our development. This is an opportunity. The signing of the agreement is not the resolution of Chile's problems or ended negotiations. But with this signing many opportunities open up which we have to take advantage of. SUPER CAPTION: Eduardo Frei, President of Chile Chilean officials say they expect the agreement to become effective next year, after congressional ratification in both countries. While officials from both countries celebrated the agreement, hundreds of businessmen from Chile and Canada converged at the ExpoCanada also in Santiago. Some 170 Canadian industries are participating in the event. Canadian investments in Chile stand at more than seven (b) billion dollars - mainly in the mining sector. Canada is the second largest foreign investor in Chile after the United States.
